This project contained four contracts that include total asset maintenance services of 28 state-owned rest areas, including 6 welcome centers. This project also included the operation and maintenance of six wastewater treatment plants. These contracts comprised over 65% of Virginia’s 42 rest areas in six of VDOT’s nine districts. These rest areas are located on five of Virginia’s six interstate corridors; with welcome centers located at six of the nine interstate entry points into the Commonwealth.

Two of the wastewater treatment plants consist of a one-of-a-kind, zero discharge self-contained recycled mineral oil wastewater system.

In addition to total asset maintenance of these facilities, ICA was also responsible for complete snow/ice removal on each of the 28 properties. This project was renewed in 2008 for an additional 2 years and was completed in 2010.
